Overview
The performance of our Strategic Community Plan is measured in a variety of ways, including:
- the observation of trends in the Annual Resident Perception Survey
- the development and implementation of Community Plan Strategies to meet the Community Aspirations and objectives on time and within budget
- ongoing tracking of the City's major infrastructure projects.
Annual Resident Perception Survey
In November 2025, the City conducted its Annual Resident Perception Survey to assess how well our services, programs, facilities, and infrastructure are meeting community needs.
Of the approximately 4,000 randomly selected households invited to take part, 871 completed the survey - an overall response rate of 22 per cent.
The results show strong performance ratings across the City’s services, programs, facilities, and infrastructure, with overall performance rated at 70%, and 85% of survey participants being likely to recommend the City as a place to live.

Annual feedback on the implementation of the Strategic Community Plan
Annual feedback on the City's progress with implementation of the Strategic Community Plan is presented to the community in the City's newsletter, the City Chronicle, and in the annual report.

Awards and recognition
A number of actions and initiatives that we have undertaken to achieve our Strategic Community Plan's aspirations have resulted in the City receiving awards or recognition.
Stan Twight Reserve Redevelopment (May 2026)

The City of Rockingham’s award-winning Stan Twight Reserve redevelopment has taken national honours, winning Cricket Australia’s Community Facility Project of the Year (Major Project Award) at the 2026 National Community Cricket Awards, presented by Westpac.
The national recognition follows the project’s success earlier this year at the 2026 Kookaburra WA Community Cricket Awards, where it secured the same award at a state level.
Stan Twight Clubroom Scores WA Cricket Award (March 2026)

The City of Rockingham has been recognised at the Kookaburra WA Community Cricket Awards, winning Community Facility Project of the Year for the redevelopment of Stan Twight Reserve. The Community Facility Project award recognises clubs, organisations or local governments that deliver cricket facilities aligned with Australian Cricket's strategic goals, incorporating sustainable design and strong, effective partnerships.
Recognition at the WHS Foundation’s 2025 WHS Awards

The City is proud to have been recognised at the WHS Foundation’s 2025 WHS Awards for our commitment to safe and effective volunteer management.
This award celebrates the strength of our WHS Volunteer Program, which includes structured inductions, targeted training, and role-specific risk assessments. These initiatives ensure volunteers are well-supported and that safety remains a shared priority across the organisation.
WALGA RoadWise Ribbon (August 2025)

The City of Rockingham has proudly received its fifth RoadWise Ribbon from the Western Australian Local Government Association (WALGA) for the 12 months from April 2024 to March 2025, marking a significant milestone in its ongoing commitment to road safety.
City Recognised at Engineering Awards (March 2025)
- Aspiration 3: Built Environment
The City of Rockingham was a finalist at the Institute of Public Works Engineering Australasia WA (IPWEA WA) Excellence Awards nominated in the Best Public Works Project Under $2 Million category for the road safety improvements delivered by the Mandurah Road upgrade from Fifty Rd to Safety Bay Rd in Baldivis.
City Continues Recognition as a Gold Waterwise Council (March 2025)

The City has been re-endorsed as a Gold Waterwise Council.
The Waterwise Council Program supports local governments across Western Australia to improve water efficiency and water management.
Roadwise Council Award (August 2024)

- Aspiration 3: Built Environment
The City was awarded a Most Active RoadWise Council 2023/2024 Award at the WALGA Local Government Awards night in August 2024. The City was also recognised as a 3 Ribbon RoadWise Council.
The award is a testament to the City’s ongoing commitment towards road safety, and highlights the hard work and effort our teams put in to keeping roads safe for our community.
Baldivis Sports Complex - (May/June 2024)

The new $20.1M Baldivis Sports Complex Main Pavilion received a High Commendation in the Community Facility of the Year Award category at the 2024 Parks and Leisure Australia WA Regional Awards of Excellence. The award recognises facilities that demonstrate innovative features of design, development and operation.
BIZLINK Employer of the Year Award (October 2023)

Our efforts to make the City a diverse and inclusive place to work have been recognised, with leading WA-based disability employment service provider BIZLINK presenting us with the 2023 Employer of the Year Award.
Peelhurst Ruins archaeological Dig Commendation in WA Heritage Awards (October 2023)

The City's Statutory Planning team picked up a Commendation at the Western Australian Heritage Awards Ceremony in October 2023 for the Peelhurst Ruins public archaeological dig. The City’s Heritage Commendation for the Peelhurst Dig Project followed a Western Australian Heritage Award win for the City in 2021.
Nudge Annual Sundowner and Training Awards - Nudge Ripple Effect Award. (November 2023)

The City of Rockingham’s efforts to support and develop the youngest members of its workforce were recognised by leading WA employment and training agency, Nudge, during a special awards ceremony held on Wednesday 15 November 2023.
Rockingham Youth Centre Wins Major Planning and Design Accolade (September 2023)

The Rockingham Youth Centre (RYC) took out the Social and Community Infrastructure Award at the Urban Development Institute of Australia (UDIA) Western Australia's 2023 Awards for Excellence.
